Shirao Kaya was born in 1738 in Fukagawa, Edo, now part of Tokyo.

Shirao ran a school in Edo during Spring and Autumn, but in Summer and Winter, he would move to the countryside to teach thousands of aspiring poets from throughout the Shinano province (now Nagano Prefecture). He's considered one of the first established haikai writers to help spread cultural forms from national to regional urban centers.
